I didn't even know that there was
a PSP emulator. Keep in mind that emulation is not the same thing as running native code - the phone has to use software to simulate the PSP hardware (which takes a ton of resources) and at the same time run the game's code on the simulated hardware.
That said, maybe you're using early software that isn't fully optimized yet. It's kind of hard to tell based on what you said in your post. Honestly, though, 25 fps is far from what I would call unusable.
