I know this comment is oldish, but if you go direct through the carrier it will more than likely always be locked, I have cancellled with EE because they do this long story cut short.
1) EE Claim they cannot do anything
2) Spoke to the manufacturer - They stated it is EE who have locked the bootloader due to copyright reasons
3) Spoke to EE who stated it is copyright due to their own apps, stated I could download all of their apps off of the play store, then it was because it was of the 4G LTE software, explained about the capabilites of flashing generic firmware would still have LTE, then asked if it was something to do with the DRM Keys and was told that there is no point asking anymore as I am giving too much jargon.
I have found nowhere to this day regarding about copyright and locked bootloaders, they are claiming 'copyright', over something that cannot be explained to me why, probably some sort of data harvesting technology, call me paranoid, but at the end of the day, where else would they get all their marketing data, able to essentially sell anything as an excellent product and distract people. Especially the fact that the phone is paid for and legally owned by me, how funny, ACTA and SOPA come to mind for some strange reason, basically if you want to be able to unlock your bootloader, don't go directly through a carrier unless you have some way of changing the bootloader unlock status as it is otherwise impossible in my opinion, I will be making a complete backup of every piece of my phone, if anyone wants to take the time to break it all down and sift through it, feel free. I think all carriers locking out people of their own technology should be made aware of the point that at the end of the day they cannot keep harvesting whatever data they choose, whenever they choose and to then make more money from that. Oh yeah if you're still reading, they verbally lied down the phone before and after paying, turned a blind eye the first time, the second I will not. It'll be quite funny if the call records disappear. Like that one hasn't happened before.
