I wrote this up for people interested in seeing what they could purchase currently out there on the market without being bumped up for an AT&T plan.
This list probably doesn't concern most people on XDA on Tmobile and CDMA carriers, but for those looking for a savings this is where it's at.

General disclaimer: I'm not responsible if you get bumped up on a smartphone plan. 
Please do proper research and googling and make sure you have the right phone before putting your SIM in. 
If you get bumped to a smartphone plan, be prepared to contact your AT&T CSR with the IMEI of a dumbphone and ask them to set it for you. 
Ask questions here or check with the specific forums before attempting if you're not sure.

What the AT&T dumbphone / medianet/family plan is for:

A data plan used for 'dumbphones' and IMEI of phones not stored in AT&T's IMEI database, 
which is not limited to android and smartphones. Technically, any phone capable of retrieving 
UMTS/3G/HSPA 850mhz/1900mhz bands is capable of accessing this service. 
Whether or not the device is stored in AT&T's database is another question. 
This lets you keep using the AT&T service without having to add another contract, 
or continue using an existing one without upgrading.

There are 4 options:
- Grandfathered MediaNet users pay $10/month for unlimited data for one line. 
- Current Regular single line users pay $15/month for unlimited data for one line.
- Current Family plan users can pay $10/month for 1 line with unlimited data with the bundled with $30 messaging unlimited for all lines.
- Current Family plan users can pay $15/month for a single line for unlimited data only.

This allows end users to:
A) Continue to get an unlimited service for cheaper (although we speculate there is a threshhold before they start watching you)
B) Pay $10-15 less a month
C) Keep your old plan, no subsidized prices for new phones

Generally, any of the following world carriers should release phones that are on their UMTS(3G) 850 and 1900 MHz bands, making it compatible in the USA for 3G: Rogers (Canada), Telus (Canada), Fido (Canada), Bell (Canada), Virgin Mobile (Canada), Sasktel (Canada), movistar (South America), Claro (South America). It's important to know that the phone you get has radios for the UMTS 850 UMTS 1900 bands, since AT&T operates on both frequency sets in the USA.
Most if not all T-mobile model/branded phones (affixed on digitizer) are likely flagged as of 2012.

How to check if your device is flagged in AT&T IMEI Database: there are 2 ways, both end up on the same page.
If you just recently got flagged (text message saying smartphone plan) then you need to wait a set amount of time before it will show up in OLAM. Maybe around 1-2 days

1) Go to http://wireless.att.com
2) Log in to your account thru OLAM (On-Line Account Management)
3) Check if your phone shows up with a generic icon or actual photo (see below)

4a) Method 1 (thanks to lovem): Go to http://www.att.com/devicehowto/
5a) On the top left where it shows your current device, see if you have a generic phone icon. To check your other lines click "Change" and you will see your list of devices.
6a) If your device shows up as "unknown unknown", your IMEI has not been detected by AT&T.
7a) If you're undetected, profit. $$$

4b) Method 2 (thanks to sucss): If you already have a phone/line identified in the database (with photo), click the phone.
5b) Click "View Tutorials for this device"
6b) Click "Change" and look for the phone/line
7b) If you're undetected, profit. $$$

What about the Galaxy Note? I know that some user's IMEI's got accidentally flagged as tablets, but that was supposedly fixed. I'm wanting to import either a Galaxy Nexus or a Galaxy Note and being able to use the MediaNet plan is a deciding factor.

Apparently all you need is an existing medianet plan registered to an existing phone/plan, then swap the sim over to your galaxy note and it should work over medianet.

If you are not on AT&T then you'll have to activate with a "dumbphone" (Moto Razr, etc) and have them register that IMEI to the account, then drop the SIM in there.

It seems suggested to stick with an International edition of the Galaxy note with 3G on 850/1900 bands (Like Telus or Bell, Rogers if they have it) that way if AT&T ever decides to flag US Notes, you should be fine with an international one.

Thanks for the add! I'm unfamiliar with WP devices and I do plan on adding them in here, I've seen the HD7 and HD2 before and thought if it would ever work on AT&T medianet.

I looked up the Telstra network, it seems they carry the UMTS 850/2100 bands in Australia. Technically that should work in theory in the USA, but only in 850 regions. Very interesting. Also, do you know if the HD2 support the UMTS 1900mhz band?

This might be a little important since if I understand correctly, the 1900 band is the standard while the 850 is still trying to be rolled out in smaller areas of America.
That could be equivalent along the lines to someone in metro California can get 3G/H+, but the another person in Pennsylvania would only get EDGE on it, it could be totally dependent on where you live.

As far as my knowledge goes I'm on the same track as you, it seems it depends more upon your location even in my area(California) we don't get much of a 1900 band but more of a 850 band. Seems like the 1900 bands haven't caught up quite yet.

Oh and I know this from personal experience as well as pure knowledge. I've been playing with my HTC HD2 T9193 for a couple years now and it's purely the best phone I've ever had! <3 Until... the USB Socket popped off the board itself and I'm not longer able to charge it with the traditional USB port but rather have to go by charging with an external battery charger. lol FAIL

I've been looking for some replacement phones for my family. We currently have the Samsung Mythic with the MediaNet plan on all the phones. It has been a painful phone to use over the past 2 years and we're all looking to replace them.

Are there any particular Phones on the list that are recommended, such as the HTC Amaze 4G or Samsung Nexus?

If they work with the MediaNet plan, this would be the preferred method to avoid purchasing terribly locked down AT&T phones

Seems as of this posting time, the best your money can get you are the Canadian Amaze 4G (x715m), the Canadian GSM Galaxy Nexus, or a GSM Samsung Galaxy Note. The should all work fine.
I'm still not sure if the T-mobile Amaze 4G works with a dumbphone plan, the 3G frequencies are supported, but the device was made to support AT&T radios in mind. Does that mean AT&T will eventually add these to their database to catch the money loopholes? This is only an answer their marketing/economics division can answer.

AT&T had the IMEI's of GSM Nexus S and Nexus Ones when they were released for the Canadian carriers, so most of those users got bumped to a smartphone plan. Part of it was I think because it is google endorsed, those IMEI sequences were not exclusive to the respective carriers.

I suppose it mainly depends on which flavor of SoC you want to try. Samsung for the Exynos, or the same old Snapdragon line. Personally, I'd wait to see what MWC this month comes out with. Those phones won't be released till some months later down the line, but at least you'll know what's new in 2012 for now instead of paying premium for the current lineup.

The goal is to find a phone that isn't too costly (Max $600, preferably less than 500) that will work with AT&T 3G. None of us need 4G LTE as that just means we'll reach the bandwidth cap higher and tip off AT&T. A bonus would be if the phone worked with T-Mobile 3G as well since we might switch to them to get cheaper plans if this fails.

We've been dying to get smartphones, but none of us want to pay an additional $20 per line (4 lines total) which would equate to 480+tax per line (4 lines total $1920+Tax) over 2 years plus the cost of a new phone locked down with AT&T bloatware and features. We also want to avoid the possibility of data overages because $10 per gig overage is ridiculous. So using unlocked phones is our best way to avoid all the above.

However, I think I'll take your advice and try to wait a bit longer to see what comes out in the upcoming months. Once the new phones come pouring out, the current ones will get cheaper, or at least I hope

Something i think should be kept in mind is that i think getting the medianet plan on AT&T will limit you to at best "3g" speeds. What do I mean?? well, when i went from a Sony X10 to the LG thrill that I picked up cheap locally, the LG didn't work data wise, even though i had the $25 data plan already. When I called AT&T, the rep told me it did not work because they had to sign me to the "4G" plan, same price, $25, but he said that he just had to subscribe me to the "4G" plan, and viola!! it worked after a reboot. Now i know that the HSPA+ 4G is not all its cracked up to be, especially here where I live, New York City. And in actuality, i did not see any inprovement in speed compared to my Sony X10, which has the same HSPA spec as the Xperia Play, 7.2 mbps, but AT&T never adertized the Sony Xperia X10 as a "4G" phone, even though it can theoretically reach "4G" speeds. With the speedtest app from the market from Ookla, on my Xperia X10, i would on a good day get around 2-3Mbps. Doing the same test on a downtown heavily populated area where i know there are many thousands iphone loser users lurking around soaking up bandwidth on their crummy iOS's, i would get 1-1.5Mbps. I am seeing the exact same results on my "4G" capable LG Thrill.

Just though it would be interesting to bring this point out and invite other users to try out the same and see if they get actual different results upon changing their plan so we AT&T users can make a more informed decision

I also would like to ask where would be a good source where we can get these phones? Ebay isn't much of a great choice as they will not show you international auctions unless they say they ship worldwide, anybody know of any other sites we can check? (craigslist does not count oufcourse)

I think over the issue may have been a bad/old/inactivated SIM card, or you forgot to put APN settings, or it may have to do with the radio towers in your area. Some kind of temporary issue that shouldn't apply to most people. The main thing to keep in mind about all that is AT&T has literally no control over the 3G broadcast, whatever device puts in their 3G SIM, will pick up the signal if it can. They can't exclude devices from the broadcast unless the SIM is inactive.

I prefer to call UMTS 3G, HSPA+ 3.5G, and LTE 4G, but this is just a personal name preference.

In regards to HSPA+, yeah, it varies by your location and with the traffic it is currently handling with the people connected in your area. In a metro, diverse and compressed location like NYC, it's bound to have traffic. It can reach LTE-like speeds, but only if you have little traffic. I've found that I get the best speedtest results in the wee hours of the morning from where I am from, as far as 823kb/sec (6.43Mbps).

Looking it up, I think it doesn't have native 3G support, you may be installing a rom that adds support for 3G usb dongles. I don't know much about that and it's not related to this topic.

Anybody know if LG Optimus 3D works on media.net plan?

I am thinking about getting P920 or P925G. Probably P925G since it's from Canadian Rogers Wireless, and supports both 850mhz and 1900mhz.....and cheaper than P920, the international version.

Does anybody know LG Optimus 3D - P925G (Canadian version of LG Thrill) works on media.net data plan?

I am 9/10 confident the Rogers Optimus 3D p925g will run on AT&T 3G, but I don't know for sure if it will get detected as a smartphone. I wish I had the answer but this is a less popular phone so it is hard to find the answer on the web.
There are a few on the NO list randomly do for no reason, like the white samsung galaxy note IMEI is detected as a Blackberry for AT&T.

Droid 2 global & Droid Pro work on ATT's media net as well, with the TBH band Unlock.

I hear they are working on a similar band unlock so that the Photon and Electrify work in the same way.

I might get a Rogers Xperia Arc, so i'll come back and post results if I end up buying one.

It is missing one necessary band to be fully compatible, ATT uses the 850/1900mhz band.
The Desire S was released only for the euro market in mind. 900/1900/2100/AWS http://en.wikipedia.org/wiki/HTC_Desire_S

So what this means is that you might get 3G/HSPA in some areas, but in other areas it'll be EDGE only, depending on what is the major broadcast signal in your area.
Sort of a reverse HTC HD2 situation here. That phone works with the 850 areas, but not the 1900's.
