I wrote this up for people interested in seeing what they could purchase currently out there on the market without being bumped up for an AT&T plan.
This list probably doesn't concern most people on XDA on Tmobile and CDMA carriers, but for those looking for a savings this is where it's at.
Generally, any of the following world carriers should release phones that are on their UMTS(3G) 850 and 1900 MHz bands, making it compatible in the USA for 3G: Rogers (Canada), Telus (Canada), Fido (Canada), Bell (Canada), Virgin Mobile (Canada), Sasktel (Canada), movistar (South America), Claro (South America). It's important to know that the phone you get has radios for the UMTS 850 UMTS 1900 bands, since AT&T operates on both frequency sets in the USA.
Most if not all T-mobile model/branded phones (affixed on digitizer) are likely flagged as of 2012.

How to check if your device is flagged in AT&T IMEI Database: there are 2 ways, both end up on the same page.
If you just recently got flagged (text message saying smartphone plan) then you need to wait a set amount of time before it will show up in OLAM. Maybe around 1-2 days
1) Go to http://wireless.att.com
2) Log in to your account thru OLAM (On-Line Account Management)
3) Check if your phone shows up with a generic icon or actual photo (see below)
4a) Method 1 (thanks to lovem): Go to http://www.att.com/devicehowto/
5a) On the top left where it shows your current device, see if you have a generic phone icon. To check your other lines click "Change" and you will see your list of devices.
6a) If your device shows up as "unknown unknown", your IMEI has not been detected by AT&T.
7a) If you're undetected, profit. $$$
4b) Method 2 (thanks to sucss): If you already have a phone/line identified in the database (with photo), click the phone.
5b) Click "View Tutorials for this device"
6b) Click "Change" and look for the phone/line
7b) If you're undetected, profit. $$$

What the AT&T dumbphone / medianet/family plan is for:

A data plan used for 'dumbphones' and IMEI of phones not stored in AT&T's IMEI database,
which is not limited to android and smartphones. Technically, any phone capable of retrieving
UMTS/3G/HSPA 850mhz/1900mhz bands is capable of accessing this service.
Whether or not the device is stored in AT&T's database is another question.
This lets you keep using the AT&T service without having to add another contract,
or continue using an existing one without upgrading.
There are 4 options:
- Grandfathered MediaNet users pay $10/month for unlimited data for one line.
- Current Regular single line users pay $15/month for unlimited data for one line.
- Current Family plan users can pay $10/month for 1 line with unlimited data with the bundled with $30 messaging unlimited for all lines.
- Current Family plan users can pay $15/month for a single line for unlimited data only.
This allows end users to:
A) Continue to get an unlimited service for cheaper (although we speculate there is a threshhold before they start watching you)
B) Pay $10-15 less a month
C) Keep your old plan, no subsidized prices for new phones
