ROM Manager doesn't always flash a recovery correctly, especially if the device isn't rooted. ROM Manager helped me brick a device. I don't use it anymore.

Uninstall all the drivers the support tool installed. Click the link in my signature and go download Android Flash Recovery. Unzip the archive anywhere you want and check put the README.txt, kinda outta date, and index.html in the help folder. Drivers known to work with LG Optimus One devices are provided in the USB/LGE folder.

Download a recovery for your device to PC also.

USB debugging must be enabled on the device for this to work.

If you can enter fastboot mode, Power+Volume Down+Home, I'm pretty sure this will work. It has for several others.

Good luck.

Not sure. I've heard of PdaNet, but never used it. I know you have to install their app on your phone as well as your PC tho.
