Default [Q] Soft Keyboard / Keypad not popping up

I just upgraded to a Droid 4 from a Droid 2. On the Droid 2 whenever I loaded an app or did something that required text entry the soft keypad would automatically come up if I didn't have the physical keyboard open or slid out. On the Droid 4 when I open an app the cursor is blinking in the text field, but the keypad doesn't automatically come up. If I touch the text entry box the keypad will come up. This is not always easy to do because on some apps the cursor is positioned at a certain spot for the text entry and when I touch the text box it moves the cursor to a different location as it brings up the keypad and it is difficult to preposition the cursor.

Is this a Droid 4 ICS issue or an individual app issue. It does it in every app so I imagine that it is a Droid 4 ICS issue. I have looked through every setting I could find and nothing seems to work. If you have any thoughts or ideas I would appreciate your response.

I just recently upgraded from a droid 3 to d4, and my d3 did the same thing, so seems like it may have been a change integrated after d2.

From what I have seen, its a d4 issue since mine does it also. Only way I can see to get past this is using the keyboard. Not the easiest thing but I learned to deal with it since I'm not used to using a slide out keyboard.

If you wanted a phone with a soft keyboard, why did you get a D4? I thought the only reason anyone got a D4 was for the keyboard...

I got the droid 4 because i didnt have the money for the S3. Its not to bad. So far im learning to deal with a slide out keyboard.
