It used to be the case that for TVs and monitors the manufacturers quoted a defect rate for which they don't allow return. Something like 1 dead/stuck pixel in the middle and 3 on the edges. I'm not sure what has changed since then, it's obviously harder to manufacture smaller pixels, as well as an increased pixel count and smaller pixels. That's not very satisfying, but it seems that people are getting replacements with just one stuck pixel now.
I guess over time these things tend to improve because most companies employ quality control procedures.
That is really interesting, thank you. It would be interesting to see HTC's policy. My One just arrived this morning, a day before the actual release date here in Aus I'll report back with if it has stuck pixels or not, fingers crossed, I don't think I could live with even 1 stuck pixel, wherever it is.

EDIT: Just an update, I have no stuck pixels, at the moment at least.
