Note 3 does not remember app selection for file type?

When I get the pop up that asks which app do you want to use for this file type, I select ALWAYS but the phone won't remember and will ask me again for the same file type?

I'm on 4.4.2.

But this has happened on 4.3 as well.

Goto settings app manager. Tap menu and restore defaults.
