On v4.2.9 I get little to no Google Play Services drain (only 5%-7%; verses 30+% with v4.3.11). I've heard this a lot, and from what I've heard/seen, there are a few solutions:
Clear the data for the google framework, the google play store and the google play services.
Log out and then back into your google account.
Clear cache if you need too.
