[Q] weather sound & animation problem

I update my htc one to kitkat 4.19.401.5.after update my weather sound and animation is not working.i did everything such as reset factory,wiping the weather data in setting>App,checking sound effect in weather setting but still does not working!!!
help please!

i tried to flash nandroid restore to before android version 3.63.401.3 and update again the phone without unlocking boot loader so there was no problem weather animation but when i did unlock boot loader the problem is returned,now how can i unlock my phone without that problem?
sorry because of my poor english.
