Well wipe ROMs are for your convinience.
Lets say that you want to flash the ROM while in a toilet. But you can't get to toiler paper. Then you use wipe ROM. For everything else, you use non wipe ROM.

Joking aside, wipe ROMs will wipe your data/cache/dalvik while non wipe will not.
That's all.
