Is the dialer enabled in this release? And if not can someone please direct me to where I can find a modified framework that has the dialer enabled in it?

It's not, unfortunately. Would also love to see this.
Some versions ago, dialer was once enabled, but I cannot remember which one it was...

The dialer is available from the kitchen (well worth the subscription fee!):

Phone Application installed to /system partition
This option enables the phone application. This cannot be used for GSM calls, but can be used for SIP calls.

Since it is showing unchecked (for me), I'm assuming that it is not in the prebake.
