Launcher is just a programm for the homescreen. It showes and organize your apps.
CM Launcher is a homescreen of CM Rom for example. It is just a small part of complex mechanism.
Kernel is like drivers for PC. It helps CPU, RAM, Bluetooth, Radio to work. Appswith root(i am not sure what did you mean) is just a programm. It can be File browser, it can be flashlight app or clocks aplication for example.
Kernel is a driver, cpu speed app just shows you available options of this kernel(driver). Somthing like this.
