Either the file did not download properly and has been corrupted, or perhaps you are using a 64bit OS, could that be it.
In my case it was smooth sailing all the way, I was able to get my code and activate my Live ID in 10-15 minutes tops. I am so grateful to the OP for sharing this!!!

I've followed the process which you've detailed to request an activation code. I've done it for my HTC HD7 which were asking me it after I've flashed the deepshining custom ROM. Dear Friend ... Just make a Microsoft Account ( a "###@live.com " e-mail which is provided by Microsoft ) then go to this link and Sign in ( if you haven't still signed in ) then sellect "Chat " and give a brief info about the problem with the activation code and finally after submitting the info your connected to the Agent to get your Activation code ... and ask him/her for an activation code then she'll ask you for the IMEI and the Phone Model and the Service Provider ... After giving them , the agent will give you the Activation code ... Goodluck

I know you've probably got this sorted now but for anybody else struggling with 32 bits systems the version attached to this post should work
EDIT: This version will also work in 64 bit OS's. Also please note you may need to pause your antivirus to use the generator. I've just discovered that Panda Cloud instantly neutralizes the program upon running!

Guys, I'm not really into this chatting thing. I think they found out something, I tried twice and failed both; they say they can't help me.
It's my first WP device and I really like it, but I can't keep it if I can't install stuff from the store... is there any alternative store application? Also, hasn't anyone got over this chat thing and actually make a working market without the need of it?

if you dont know how do it via chat, call local Microsoft support in your country and ask Live activation code for HTC HD7 device... and thats all...

I told them i had problems with my HD7 and supplied the HD2 IMEI and worked like a charm, thanks anyway for the great idea...

32Yes, here is yet another guide to obtaining a WP7/8 activation code from Microsoft... with an added advantage!
I have helped a handful of people from around the world on XDA to obtain codes successfully using the chat URL below and using a genuine HTC HD7 IMEI code created with my IMEI generator tool. With the advantage of a genuine IMEI code Microsoft have no reason to say no!
prerequisites:
- You have a Windows Live account (you will need this for Windows Phone anyway)
- You have downloaded my IMEI generator from here (mirror), run it, and hit generate for your code!
- You have an ice cold beer to hand for celebratory purposes
2.) You will be asked for a few details before an agent connects and starts to chat including phone model. As far as Microsoft are concerned, you own a HTC HD7 and can't access the Marketplace or use emails. I recommend not being too 'tech-savvy' to aid your case as the helpless (Microsoft) customer and remember, you ARE the customer and they are there to help you
3.) Soon an agent will respond and They will ask you for a few more details such as network operator and for the IMEI code of the handset. Make sure you have the IMEI from my generator to hand. See the conversation from when I activated my first Windows Phone below for reference. This was also using a code made by my generator
4.) Crack that beer open as the Microsoft agent replies with your Windows Phone Activation Code

Sorry to hear you're having trouble.
As in previous posts, people have reported the generator has produced IMEI codes that have already been used. The generator can only create random IMEI codes that pass the format check and obviously has no way of knowing which codes already exist or may have already been registered.
If you have any trouble with the agent, just do as others have done and try again with another IMEI. Use different details - name, carrier etc. The only details which must be correct are the IMEI and the handset model (HD7).
There is no way they could identify you as having tried it before, unless they log and check IP's with every customer and blacklist your IP if they suspect something fishy. I would find this very hard to believe for such an insignificant service but if you're that worried, try again from another location.
Bottom line: keep trying and you will get your code I promise!
