Is "paper artist" good?

I came across this thread and an app that sounds interesting.

It has several links ( nostly dropbox or mediafire ) to the app, but I couldn't find it in the play store or the oera store. This makes me worry that this is a dodgy app.

Does anyone know anything about it?

I believe it was given out in the firmware with the note 10.1. Not sure what country firmware but it was there or was in samsung apps store...

So it's not warez? ( I couldn't find a publisher.)
Where can I find it where I'm reasonably sure it's not a dodgy version?
( Like I said apk's on mediafire send up red flags. )
