OK so I have a Samsung 64 gigabyte mircosdxc card and I will be using it in a Samsung Galaxy s3 which is running the d2lte version of liquid smooth ROM version 3.0 beta nightly from April 21 of this year with deathly v1.4 kernel that comes stock with ROM so my question is what would be the best format NTFS, ext2, ext3, ext4, or exfat

That would better be asked in the ROM thread as it depends on what the kernel supports

Each one has different things to offer and also different limitations...just google search file system comparison and you can see which one is best for your needs/usage
