Does anyone know how to fix this? I have searched around and heard things such as a bad boot cnt file, but idk what the true problem is.
Somehow your ROM has gotten corrupted and it is trying to repair itself. If it does try to boot 8 times in a row, it will try to reset itself.
I suggest you go to my NC Tips thread linked in my signature and read item A12. You may have to eventually go to my NC partition repair thread also linked in my signature.
