This seems like old but i found out some people still face the issue of bypassing the activation screen on verizon phones . This guide is for people using verizon phones and not using the verizon network in countries were the network isnt available, in my case in africa!.
Step 1. Put on the phone
step 2. When u get to the stage to activate by dialling *228 just allow it to dial then cancel it from dialling
step 3 press the home key
step 4. U have bypassed the activation
this was tested and working on droid incredible 2 running gingerbread
