Default ICS to Gingerbread

Yeah , it's crazy but i have to re-patch my mom's galaxy s2 to Gingerbread... My mom is ignorant(She doesn't know much about smartphones) and she's claiming that she doesnt have a good signal.. Soo she wants it back to Gingerbread(it didnt work well in gingerbread too, so idk what's going on).
So my question is.. , is it safe to flash to Gingerbread version if the phone has already ics?

PD: I think the signal problem comes from the sim-card , i think is bugged or something like that(I'm from argentina and i have Personal) ;I have flashed my sister phone too and she doesn't have any problem. Oh , and the phone is not from a specific carrier, so i can flash the official ROM
