This is named Flash Player 11 but it still has the Flash Player 10.3 library files so is the reason why you see Flash 10.3 on www.WhatismyFlash.com....
There shouldn't be any specific performance difference between Flash Player 10.3 and the current Flash Player 11 in this thread....

What permissions?
As far as I know you have to install it and you are good to go.

-instal swf player (in market), and open the SWF file.
-open gallery, and open GIF file.
