Need a precision

Its written in warnings : Full Unlock v4.0 is available for all, but all the rest from Dynamics 2.0 and derivatives is still prohibited. v1.21 stuff is allowed to use."

Does that mean : I can USE it on dynampic 2.0 ROM
or DO NOT use on Dynamic 2.0 ROM
