How To Hide The Navbar On A Rooted Nexus 7 2013
You can hide the navbar by adding "qemu.hw.mainkeys=1" without the quotations to the end of the build.prop in the /system folder. You need to be rooted of course.This will remove the home return bar on the bottom so you'll be using your full screen space with none used by your navbar. Only do this is you are using a third party app like Button Savior or GMD GestureControl to navigate between screens though so you don't open something and get stuck there. Just make sure you backup your build.prop in case you make an error somehow, messing with it the wrong way can cause a bootloop but it can be fixed by flashing your rom or the stock android again though I had zero issues when I did this.

tried it and it works for the Nexus 7 2013 WiFi.
P.S. In my Nova Launcher Prime I can hide my Status Bar and Dock as well, nothing but full screen if I want. Not sure how to do that on a custom rom or on stock though.
