Android used to have very smooth scrolling up until sometime during the gingerbread days when Apple claimed smooth scrolling....

Ha. That's funny.

Apple didn't have to claim smooth scrolling. It's been GPU accelerated since 2007 with iOS 1.0. Anyone who used an iOS device could tell you it had smooth scrolling.

It wasn't accelerated on Android until 4.1. Even new devices shipping in 2013/2014 (such as the T-Mobile Concord) that only have 2.3.7/Gingerbread available for them are noticeably less smooth than a seven year old iPhone.

Android before version 4 was just unusable to a lot of people.

GPU accelerated doesn't have to mean smooth, just as non-accelerated doesn't have to mean not smooth. It has to do with the type of animation as well as the speed of course.
