I'm using an i317 and it works on it. Unsure about stock rom. Have been on a custom almost since launch.

A: Most probably because you have installed a mod (transparent for example), the solution would be to use any root capable file manager, and go to data/data and delete the folder named com.sec.android.app.FlashBarService, reboot then try again.

Tried above procedure as described--didn't work. What causes F/C is trying to resize either window. If I just create the two windows it's OK. If I try to drag the size bar, poof!! F/C.
