If you read the OP you will see someone built Franco's kernel with the linaro toolchain. He then stopped and a few others picked up, but now it has stopped altogether. There is nothing to install to make your kernel linaro enabled, it is kernel source compiled with the linaro toolchain that makes a linaro kernel. I am over-simplifying, but that is the general idea.
