Are you restoring the apk with titanium backup? If so, open the Applications administrator, select galaxy settings apk and clear the Apk data and try to run again.

Which kernel are you using?

Did you try fixing permisions via CWM?

Did you wipe data, cache, dalvik and do a format of sdcard and/or /system?
