I have solve the lock screen weather by add 2 more file back to system/app and check the permission rw-r-r
The file is
1) AccuweatherDeamon.apk
2) WeatherWidgetDaemon.apk

I replaced them on Dr. Ketan rom and works fine.
I can share them with you if you like.
You must restart the phone to recovery and wipe cache and then reboot to system.
