There isn't enough definition of what this feature is supposed to be to make any determination. I think it is there, but it just doesn't do what you expect. The reason I say that is because I noticed that when swimming or in the rain or shower, the screen becomes basically useless as you said. However, once the screen is wet, if you turn it off then back on again, it works basically flawlessly (until it comes into contact with more water, then it freaks out again). So it won't work well in the shower or rain, but if you go underwater with it then take it out of the water, the screen works great after it's turned off then on again while it's still wet.
The ad you listed just says "We've also included wet finger tracking to ensure you can use the screen without glitches when it's wet." Based on my experiences, this is true as long as 1) you turn the screen on and off and 2) there isn't new water constantly hitting the phone.
