Galaxy Note II N7100 Sim unlock

Hello,a like a week ago when i booted up my phone it asked me to insert SIM network unlock code, I googled about this and I found a solution but i required android 4.1 or so.Is there a way to unlock it with out paying and downgrading?I have it rooted with CM 11.If downgrading is the onlyway please give me a tutorial step by step on it

Just flash some old recovery that will allow you to downgrade to 4.1.

Any luck? have the same problem. I was hoping not to downgrade and just let it be on 4.3 JB.
