Yes, it's a gzipped tarball. You can use something like 7-zip to do that.
You should end up with the image zip file, a flash-base.sh, flash-all.bat, bootloader-grouper-4.23.img, and flash-all.bat files after you're extracted. The image zip file is the big one at 320mb. Don't unzip that, leave it as is. Run the flash-all.bat.
