Help! Huawei M931 Premia 4G, No 3G and no Wifi

I switched PRL and changed data settings on the Huawei M931 Premia 4G from Metro PCS and everything worked as expected. When I read back the phone all settings are as I need them to be but when I try to use data on the device there is no data. 3G wont come up on it. I then tried to connect to WIFI and nothing. It says connecting, authenticating and then it switches back to disconnected. Any experience will be appreciated. I might need to load NV files any help would be greatly appreciated
