FIRST OFF: I read the first 4-7 pages of this thread, and found nothing regarding this. Searched Google (1 answer found, unable to fix issue), searched using the thread search here at XDA.
I installed KIES(Including USB Drivers), Installed KIES Air on Phone.
Downloaded kit, followed instruction, uninstalled KIES on phone & PC, Rebooted both.
Re-Installed USB Drivers directly from kit, rebooted PC, phone charges, but is not showing in Windows Explorer / is NOT detected by Windows.
During ALL of this (And Beforehand), my device is able to charge but NOT recognized by Windows 8.
I believe it may be a USB 3.0 issue. Google showed a result that on some laptop configurations there's a "rapid charge mode", that must be disabled since the Note II doesn't support this feature (Supposedly). I simply cannot find a way to disable this, or even see if it's running. I've checked BIOS, looked for programs to change setting, can't seem to find out what to do? I may leaving out critical information. If I am, just remind me. It's very late and I'm lacking sleep.

NOTE: I have tried debugging mode on/off. Phone states it is connected to USB, I hear system and phone sounds. Phone and PC play 'plug-in' sounds when plugged in, and 'disconnected' sounds when removed.
Any ideas criticism, name calling, whatever GLADLY accepted, so long as you can help shed light on my issue (Whether it's the phone or my mental state
