I have the same problem, it looks like when you register the first credit card the google account bounds to that cc country.

Is there any way to reset this config?

I used this VPN method several months.
But now it seems that Google bound my account to my REAL country. I can't make it work any more.

To show you that my account is bound I give you an example: accessing playstore my PC.
I activate my US VPN.
I browse to play.google.com. (not logged in in Google Account). I can see all US playstore content.
BUT: when I login into my account (with VPN activated) I only can see the playstore content of my REAL country.

I already delete all my billing addresses etc. Sadly this didn't help.

Any idea how to fix that?

I think I tried EVERYTHING....
Google really is locking the play store to where it thinks/knows it's your REAL home location.
Very bad for me that travel around every week... =\

It doesnt work.
The problem is not on the phone app.
Google somehow reckognized our location everywhere.
The solution probably has to do with tricking google account, not the play store app.

Bingo I've come to realize that too. My account is set to US by default weird enough. The latest update 3.14 I still have the US store without any VPN. Weird enough loading the play store on the pc gives me the US store without any proxy.

And what makes me sure that it has something to do with Google Settings app and the main android google account is that this is happening only to my main one.
My two other accounts still are IP/simcard based. On one of my accounts I even have only a brazilian CC and it still connects to the us playstore through vpn. On android or desktop.

Only the main one is "unchangeable". No matter what.
And it all started the day Google Settings app appeared.

What seems to have happened is that on the day it got installed, I was in brazil.
I always connect through vpn because my home and office has a router connected to strongvpn.
And out of nowhere, on this day, it showed up that Play Store Term of Service... And it sent me to the brazilian Play Store.
I thought my vpn got disconnected... Double checked my ip. Still connected to US. Tried hulu. Working.
Went to desktop. Also brazilian play store. But when i signed out. I got the US play store.
Tried my other accounts on my phone and desktop.. All with US playstore.

So i'm pretty sure SOMETHING happened last week IN google account settings, not play store.

Yeah its crazy but clearing play store data gives me USA by default. I suppose they've given the (you're paying for what you want from US store so we won't change you) feel.

Any U.S. play store app or media worth going through all this trouble for? That's somehow not in third-party sites/stores?

i am in singapore but my account was tied to the US Playstore for the past weeks.....until yesterday i bought the humble bundle for android using the mastercard with my Singapore Address (instead of the AMEX with US Address which i normally used for online purchases) and now it is tied to the Singapore Playstore no matter what...tried Hotspot/Hideman vpn, i was sure i am connecting from US and still defaulted to singapore playstore.. :(

Its better to use market unlocker .. Thats the way ya can easily unlock play store without any difficulties ... Bt it needs root privilage

I got a solution.

Ok guys. I found a solution for now.

Importunately you are all right. Google has tied our accounts based on multiple factors from what I can tell.
- Credit card information on Google Wallet
- Market where you bought you're Google device.
- Mobile carrier.

The temporary solution is quite simple. Create a new Google account while in the US or using a VPN.
Very important. Do it while connected to Wi-fi in airplane mode (no mobille connection).

How to use Google Play (US) on the road then?
That's where Market Unlocker comes in. If you enable Market Unlocker it will indeed emulate the sim card.
You'll still need the VPN connection to access the US store.

So what you need is :
- New account built while in the US or on US VPN
- Market Unblocker to simulate your SIM
- US VPN enabled while accessing Google Play Store.

Anyway, a message to Google.
I understand that some developers don't want people from one nation to access the apps on another one. I can understand that there are price differences and all that. With that said I do believe that it makes little sense if an American visiting or working in France can't get their Chase Mobile app or their HBO Go app. Apple and Microsoft has a better solution in this regard. You can create an US account with your US address and use it without any issues while outside the US. Yes, some content will be blocked but quite frankly what's the point of building so many restrictions to people that travel.
What's the point of making me switch from my French carrier SIM to my Verizon SIM, having to connect to a VPN and all that just so I can download apps from the US store?
And by the way, If I'm visiting France and connected to Wi-fi, I can download apps from the French app store. So when I get to the US again I keep the French apps. Makes no sense.

Dear Google, If most of the websites I visit are in English. If most of the stuff I do is in English, if I travel a lot, if I have a valid address in the US, if even my phone language is in English (US) and so on, shouldn't all this mean that I should be US bound instead of "insert other nation market" bound? Go to an airport and check the hundreds of people travelling in and out of the US. Don´t maker it so hard for us travelers.
And by the way. I mention both Microsoft and Apple for a reason. Their system blocks most people while still being easy to use for those with a valid US account.

i doubt google read you reply or cares....really..

and i don't think this move is to appease the developers....this is more to appease the big labels...more on the record music labels and movie companies.. :(

    Now before I begin, most of you had lost the ability to use Market Enabler/Unlocker due to the recent update on Google Servers which now upon purchase tracks down your actual location and ties down your account to your location.

    So here's the deal on how to get it back. Without rooting. Without any Unlocker.

    Requirements-

    - 2 Android Phones.
    - VPN (TunnelBear or HotspotShield)
    - Patience

    Now before you jump into conclusions, that "OH VPN" Just remember, that when you get off the VPN, Exit PlayStore and open it again, it re-asks you to "Accept" terms which brings you back to your local playstore. Boohoo. Here's proof on my side at the end of this post.

    Instructions

    Phone #1

    - Open Play, Download the app called TunnelBear VPN
    - Clear Market Cache/Data after Download
    - Register with TunnelBear/Hotspot VPN and connect to it.
    *Make sure you are connected and are receiving packets!*
    - Open Play, Accept the terms and you will now be greeted with the ever so friendly US Play store as shown below. (Refer to Image #1)
    - Once accepted, tab out and back in to make sure it sticks without exiting, do not exit the app via Multi window!

    Phone #2

    - Clear Cache/Data on Android phone #2
    - Open Play *Without connecting to VPN*
    *This time, it will ask you to accept terms, but lead you to the US Play Store*

    Phone #1

    - Disconnect from the VPN from Android #1 used and tab back to Play.

    For those who doubt my location, refer to Image #2

    Finally, to prove that this works, I have loaded Play on all my devices (Cleared Data/Cache for devices that were not used in this setup) and without the use of any VPN they all loaded Play US Store. (Refer to Image#3 and #4)

    Explanation

    If you own a device or more that share the same account such as, Phone#1 and Phone#2 share the account you use for Purchase (To share paid apps between devices) Google servers check with each device

    eg: Phone #1 location = US, Proceed. Welcome to US Play. Disconnect VPN
    Phone #2 location = <Your country>, Check Phone #1 <VPN Disconnected already>, Location ≠ US, resend Terms Policy. Reset.

    And yes they can determine your carrier and location without you knowing, When you install an app via Play it shows under devices as

    But if you had faked initial Device #1 and accepted, then accepted via Device #2, it check's back with Device #1, Since Device#1 says US, it proceeds with what permission was granted first to the gmail account <US Play Permission due to VPN>.

    Just tested again and I can download US only apps including keyboard could these apps not be available for your phone? Anyway if you want I can send you the keyboard?

    Those apps are available...just not in my country.(thats what it says on the google play website)

    Naah i can find apks of these apps pretty easily....just want the all available play store especially because its not available in my country yet...


    I am sure you understand ( similar to the urge of wanting the latest android version on an ageing phone :p)

    One question
    did you add a payment account (google wallet)...or were you able to access all US content without one?

    I'll probably try again later...this time without sim and on airplane mode..

    I got it working although I had to set up a dummy US account so connect to your VPN wipe market data then open playstore and create a new account,this time it will be connected to the US market :)

    Tried this,

    Created a new google account while on VPN, wiped play store data and downloaded and app from play store using new account (while on vpn)

    and it sorta worked....i got to the play store screen which shows magazines and music too (in india it doesnt show these)....but none of Google's US only apps were visible eg Google keyboard, or Sound Search for Google play...

    So it didnt really work....:(
