Well I will see if this helps that happened to me once and was a kernel issue. If you are flashing a ROM tryiun flashing a kernel with a release date before the release date of the ROM. Because kernel with a release date after the ROM probably that's one of the issue.

I used a kernel called arghh but when I used that same kernel in CM it didn't worked :/ i had to reflash the Claro Rom with RSD lite and start my phone all over again. But this time, somehow my phone saved the APN settings and got the data with MNC set to 11, don't know how but it did, the other rom I was using was Carbon.

Forgot to add: the kernel works on almost every rom I've tried but that is not the case with CyanogenMod 10.1 (stable). These are my APN settings and they worked.

I'm in Claro PR Network and no, I have not tried MMS, forgot about that I'll trythat tomorrow since I get no reception where I live.

i dont find ( Go to setting/wireless network/more/mobile network make sure is selected gsm/wcdma/lte)

My data plan is 10gb, i constantly perform speedtest and there is no drop on speed.
