Yes my Last option is to Flash a stock GB rom and Then going to install a Custom Rom.
and all the steps that you have mentioned, i already had done those. installing over Stock Gb would help i guess so

I format system
Format SD card
format emmc
Format cache
Wipe data
Wipe delvik cache
Wipe cache partition
Flash GB ROM via Odin.
Then flash hydra ROM.

I have not used any backup. Just plane download apps from play store.
At night the OS drainage was normal. But when I woke up this morning Android OS drainage again gone to 50% . That crap appears again. Is there any solution to this? Or m I stuck in the middle of no where

For now it seems to help, awake time on both my tablet and phone was only about 45 min longer than screen time, in 1 d 10 h I got 5 h 30 m screen time on my tablet and 2 h 30 m on my phone with 30-40 min talk time, about 50 gtalk messages, 10 mails, data connection always on. How about remaining on stock for a while and test, before rendering your phone as faulty.
Also see what apps you are installing, might be a app that is responsible.

i dont think so that Apps are responsible for this Mess.

i just flashed stock I9100XXLPJ ICS firmware to test my Mob. If it helps then what should i do? Samsung Roms are **** for Sure. I cant use them at all

i had Also Disabled Some Apps like Gmail, Exchange Services, CHWM, NSTools

how do i know what app is rouge, you are the one using them.
also flash GB stock and remain on it for some time.
and no samsung GB roms are not **** for sure, same goes for ICS roms but they are not as good yet.

back to Stock ICS rom. and still having this bug
