"Android Development" are for minor mods, unofficial versions, or anything where the poster has not added significant new code/features to whatever he/she is posting.
Original Android Development are for official ROMs, that are unique or mostly unique, or apps that represent the poster's own work (or where the poster is authorized by the author to post).
There is a grey area in between. For example, there are many CM-based ROMs out there. In which case, it is up to the Mods to decide whether the changes that have been made are enough to constitute an "Original" ROM, or not.
