can locked phone be answered /lost

Hello,

My friend lost her Galaxy S4. The phone had the screen lock on. If she calls it, can the person who finds it answer it or does he need to unlock the phone first? and if so, what can be done?

LE:found out the answer in the meantime.. it's yes, you can answer w/o entering the code.

Does it have internet connection? If so, try this: https://www.google.com/android/devicemanager

This will pinpoint the phone location.
