Well I don't wanna speak for them, but they are rebasing to 4.4.1. Their philosophy, and it's a smart one, is to get a solid, stable base before adding anything. Get everything working, all the kinks out, etc, before rolling the modifications in. Google just dropped 4.4.1, so it makes the most sense to get the base synced up with that first. Then further point releases of this rom can be focused on adding or improving special features, rather than doing that at the same time they are moving to a new base and trying to get a stable foundation.
Long story short, it makes a lot more sense to move to 4.4.1 now and get everything solid before adding a bunch of features that may break things. Considering the amount of changes in Kit Kat, it would be a waste of time to NOT do it this way.
Progress is going well, the base is looking great. A little patience now will pay off when it's released.
