I had a quick look at this, there are some very similar files in the Skyrocket T-mobile conversion radio and the XL radio.

Probably a few others may match. One interesting file in the XL firmware is a 32 byte binary file:

Just a guess, but a modem config file. Perhaps it holds the key.
One thing someone can do if they feel like bricking their phone is replacing the above files and seeing what happens.
