Hi maicol,
try this:
- boot to flash mode, re-flash the .62 ftf
- boot to the phone, skip the wizard, settle the rom for a few minutes, then shut down the phone
- enter to fastboot mode
- flash the nightelf ics rc2
- reboot the phone
- enter cwm
- wipe data/factory settings, wipe cache, wipe dalvik cache
- install the rom
- install the neo patch (if you're neo user)
- go to advanced > fix permission
- boot to the phone, let it settle for a few minutes
- boot to cwm again, and apply the rest of the updates.

i tink bcoz it is a service not an app it will not show in drawer.....
but u can just try plug-in in tv/pc & u will kno if its working....

Seems that the baseband is causing the bootloop.. But it works for me..
Flash full ICS Nordic firmware > Kernel > rom
I will remove the baseband from the first post & change the requirement for this rom.
To be added: User need to be on official ICS Nordic with baseband 70 to flash this rom..

Fortunately it works for me, thanx everyone for the help... i've solved flashing the lite nightelf kernel, i don't know why but it works
Can you specify the steps..
It will help others too..

I had the same kind of problem like maicolboss.
Here are my steps to a successful installation:
Flash baseband 70.
Flash kernel.
Wipe cache
Wipe data
Wipe dalvik
Fix permissions
Reboot
And then flash update if rom boots successfully.

ok... First: i've a neo, not a neoV, but the method is the same
- I start with baseband .62 , (i don't think is important)
- flash baseband .70
- flash the Nightelf kernel without zram
- wipe everything and flash the rom
- reflash the Nightelf kernel LITE VERSION
- wipe everything and reflash the rom
- reboot in phone, than flash neopatch - deodex - update, rebooting into phone between any flash..
ps... the rom works great!!
report:i did not have battery drain problems with wi fi on - off,rom was awesome in battery usage anyway...
opposites to emannxperia instructions i flashed the wi-fi fix zip to see if it works or causes problems..
well even better after flashing wi-fi fix!4% battery use,5 hours,wi-fi on,little use of phone...wow never better!
gonna try with wi-fi disabled and come back edit my post..thanx for your work emann!

Thanks to igogold for detecting this issue
Some neo user may having issue installing the rom, something like this;
Code:"Error opening system/usr/ICU/ICUDT461.DAT"
Thanks to igogold for detecting/realize this as he mention here; that due to the size of the rom, around 312Mb on system partition, was too large for neo phone, which have only 312Mb system partition.
Solution
An easy way is to get the trimmed version by igogold, please refer to his post here.
The rom need to be trim/slim so it will fit neo system partition. Keep another copy of the rom in a safe place (backup). Refer to the list below, delete those apk files from the rom. Then u can proceed with the installation.

Instruction:
- get on the official 4.0.4 ICS 4.1.B.0.431 (make it easy for everyone)
- extract it (do not flash it directly)
- flash the kernel provided
- reboot into recovery
- do a full backup (always do this before flashing anything)
- do a full wipe (if you don't do this, don't post if u are having any issue)
- flash the rom
- flash I-Scream_restore_vdd_level.zip
- reboot into phone
if you flash the update directly it will cause bootloop
- set the time & the brightness to half
- reboot into recovery, flash update
(find it in I-Scream_4.1.B.0.431 folder on your sd card. It will be added when flashing the rom)
- also flash patch (only for neo)
- reboot into phone
- open QuickPanelSetting, remove screen timeout, brightness & flashlight
- refer to post #3 for further tips
- hit the thanks button
