Seems that you don't need to:
1) go to system/usr/srec
2) you'll find the folder en-US, open it, copy all of the files inside, then go back
3) create a folder with the right prefix for your country (mine is it-IT, French will write fr-FR, and so on)
4) paste all the files you copied from en-US into the new folder just created, then go back, long press on the folder, and give it all the permissions (see the screenshot )
As this 4 step only mess with your online/offline dictation....
just follow the others point, or at least worked for me!
For the record I followed the complete procedure, than I deleted the it-IT folder which I created, doing at last a reboot.
For newcomers I belive that it's safe to directly edit the config file...
