Seems that you don't need to:

1) go to system/usr/srec
2) you'll find the folder en-US, open it, copy all of the files inside, then go back
3) create a folder with the right prefix for your country (mine is it-IT, French will write fr-FR, and so on)
4) paste all the files you copied from en-US into the new folder just created, then go back, long press on the folder, and give it all the permissions (see the screenshot )

As this 4 step only mess with your online/offline dictation....

just follow the others point, or at least worked for me!

For the record I followed the complete procedure, than I deleted the it-IT folder which I created, doing at last a reboot.

For newcomers I belive that it's safe to directly edit the config file...

de-DE should work.
EDIT: At least it worked for a few times. Now it doesn't work any more.

ok, I don't have "micro_hotword.data,OK Google,en-CA,en-US/" line in *.bin also I don't have hotword option in google now settings at all, i am running evervolv's kitkat 4.4.2 on htc desire with functional google now launcher with google search 3.2.17.., there is "config" folder inside */srec, so it looks like "*/srec/config/en.us"... I will try your suggestion but i need to know where exactly to put "micro_hotword.data,OK Google,en-CA,en-US/" line inside that *.bin file?

I posted a screenshot (dropbox folder in op) of my settings.bin, try to copy all the lines, but it looks like you're missing the whole voice recognition ..weird.. Can you tell me the name of the apk in data/app and system/app?
Lines are:

micro_hotword_locale_resourceszen-US,en-US/micro_hotword.data,Ok Google,en-GB,en-GB/micro_hotword.data,Ok Google,it-IT,en-US/micro_hotword.data,Ok Google

It works on cm11! But using GEL, not with launcher3 form cm11, but it works

Note, i have to set permissions and restart twice... is that normal?

Hi,
is about an crash that afects some devices when try to launch GEL. It regulary crash google search, so the GEL is unusable on this devices. In my case is LG L9 but I know that at least on the first days of GEL being available are also another devices afected.

How to Enable Off-line on Armv6 Devices

I have seen it work. Actually took the voice input and produced results! Just ONE time. Usually Google Search will simply FC if I click the mic icon but I go there in some other way. How? Anyone's guess.

/system/usr/srec is on ROMs. No room for it on my old phone so I symlink it to sdext. However, since this relates to user-apps, why would/should it be on /system. I usually keep it symlinked to the on-line version but found that this was not necessary. On-line voice from older Voice Search and programs using this, all installed as user-apps from Play, seemed to look elsewhere.

I also have the offline version available. But the language files get downloaded to a /data/data.... location (also have no room so symlinked on I side-loaded) to sdext (Google Search will not download them on my device).

I do not care about "OK Google." Would like to see either offline work on Google Search use the online recognition.

A thread reports getting my device to download the language file using an ICS hacked velvet version and getting offline input to dictation, not using Google Search.

I have latest Google Search side-loaded as user app, GEL as well, works 100%, mostly stable but no offline voice recognition.

It worked for me htc one 4.4.2 but the only thing it does is searching on the Internet it doesn't open apps or call if command is given

I think you need chrome for that, also try to open Gnow menu and see if in search option 'apps' is ticked
