[Please Help]How to flash Google Sooner (HTC EXCA300)？

I have 2 Google Sooner (HTC EXCA300)，Android SDK version m3-rc22a emulator's skin is the same as this phone's look.

Could someone be kind enough helping me with how to flash it？

the os is a old version，cannot use wifi.

And how could I add language support into the machine?
