Its just a ploy to make you use more data and there has to be a way around it as it is Carrier Specific and NOT Phone Specific...
Doesn't appear to be as you describe it -- I've been struggling to get MMS picture messages through (from my Galaxy Nexus / toro / VzW) when the phone is also connected to WiFi. Digging pretty deep into the issue (a few people still working on it), it appears to actually be a bug (google this for a lot of eye-burning reading
). Anyway - taking a break from the detective work trying to figure out how to make it work, I installed Verizon Messaging on both my Galaxy Nexus and my Nexus 10, which - as you can imagine - has NO cellular connection. I'm also in my home office at the moment, in a finished basement with incredibly poor VzW network connectivity. After failing at being able to send/receive a picture MMS for the last few hours, installing Verizon Messaging seems to have done the trick: I can now easily send / receive picture MMS from the phone while it's connected to WiFi with barely any usable VzW network signal.
