Have you tried rebooting? And does it happen every time or just every once in a while
I know this is an older thread but figured I'd share in case anyone is still having the issue.
This problem was driving me nuts but turns out it was due to me changing the Animation scales to 0.5x under Developer Options, Once I switched the Transition animation and Animator duration scale back to 1x the problem went away (I was able to leave Window animation scale at 0.5x).
