Stuck Notification "Downloading voice data"

My HOX has had a notification stuck for the last 3 days. When I check it says "Downloading voice data", but it just doesn't stop. I've tried restarting and turning of the phone. If I press the notification for a while I get an App info button and it takes me to a Download Manager app. I can force stop it, but it comes back.

Any suggestions?

Same problem in SGS5, found the solution in: http://xdaforums.com/xperia-j-e/general/downloading-voice-data-t2678154 works for me.
