[Q] HBoot 1.19 with Recovery, but no OS or Backups

I’ve been using MeanBean (Android 4.1) for about a year now, updating a stable every couple months.
Over the past month or two, I’ve been noticing minor problems with my HTC EVO 4G LTE, which gradually have gotten worse and culminated with a major problem today.
Certain apps had been force closing several times each time I opened them, and I noticed very funky battery depletion patterns as well as overheating during GPS navigation. Then, this morning I woke to find my phone repeatedly cycling the MeanBean boot gif (“splash page?”) without ever fully booting. Forcing a restart didn’t help kickstart the engine, so I resorted to flashing an old backup from January (after wiping of course).
Well, this didn’t work either, and somehow my list of backups got wiped, with no OS installed, and no flashable ROM zip on the phone. From that point I did a lot of reading and searching, both on XDA and the big G. I slightly improved my very novice understanding of the inner workings of Android and basic ADB commands, but still have yet to regain a working system. I did manage to download onto my computer the BeanStalk ROM (Android 4.3) and associated gapps, push both to my phone's /data/media/0/ folder with ADB, and even flash it…but upon reboot that just created a minute long loop between the initial HTC screen and a black screen (Is this what people are referring to as a “boot loop?”). I tried re-wiping and re-flashing to no avail. And now, interestingly enough, the two zips I pushed have disappeared, and do not reappear when I re-push them.
My old Dell is running 32-bit Vista, and I have adb.exe installed and know the basics of using it, but don’t have a SDK installed.
I figured this would be a good time to stop “trying things,” and ask for help from people with a lot more experience with this than me with the hopes of increasing the chances that I improve my ROM and Kernel rather than brick my phone.
Do I need S-Off to flash BeanStalk? Could my low remaining storage and lack of an SD card be playing a role?
I’m noticing “unable to mount sdcard” and “unable to mount internal storage” a lot when tinkering in TWRP.
