I don't use RSD (I could never get it to work at all so I use sbf_flash on linux, {sbf_flash possibly works on MacOS now, too}), but I've seen a number of recent posts saying that there are problems on some version of Windows 7 and that finding a 32-bit XP seems to work in the end.

What turns on and off (I assume the phone)?

Could it be that the battery is drained? That's what it sounds like to me. There's a real problem with the battery not charging as fast as it drains in both recovery and bootloader. Since the phone autoboots at minimal stored power (unless you use shutdown from the booted phone's power menu) it can get into a vicious cycle when the system doesn't boot. Sometimes watching the phone like a hawk and pulling the battery immediately when it starts to boot works to keep it from booting for a little bit. It happened to me again this weekend and I just broke down and ordered a stand-alone battery charger. Hopefully that will help next time...
