[REQ] Allow users to designate a ringtone if the Caller ID doesn't match any contacts

This is a feature that my Palm Centro and Pre both had. It was handy to know before answering the phone that the call came from someone that wasn't in my list of contacts. (I had The Who, "Who Are You?" as my ringtone.)

There's an awesome app in the Market from a dev here on XDA called WhoIsIt that can do this. The best way to describe it is like a notification app on steroids for OCD people, and I mean that in a good way!
