Should there not be a SIM Free options, as that's what I purchased, which is different to PAYG.

Quite. I'd expect a SIM free one to be unlocked!

Sim free i have seen so far have been £500 +

Just bought from O2 in Ealing - PAYG locked (but subset unlocked, so GiffGaff works)

Odd how some are locked and others arent.
