There seems to be 2 types of materials, 3 finishes.
On mine, the clearish part is a slightly-bendable hard plastic with the texture of what all of my matte hard plastic. Think the type of plastic that is one most power adapters (that aren't shiny) but add a slightly bendable aspect to it.
The black part on the back is shiny, slick, smooth, and more flexible. It's similar to silicon cases (what I can assume you mean by soft gel/rubber) but I think it's still different. It seems to be less "floppy" even though it is very bendable. The shiny black part seems to "stick" to certain surfaces (such as my desk and other hard/flat surfaces) but not to some that you would expect (it doesn't stick to my pockets at all and glides just fine across my clothing, car seat, and non-leather furniture - it might stick to leather, I don't know). The black part on the front appears to be the same material as the black part on the back, but with a matte finish. The result of the different finish is that it doesn't have the "stickiness" on much of any surface, yet still gives your hand a slight bit of grip beyond what the stock TBolt gives you.
Overall, the "feel in hand" is comfortable and it gives you extra grip but doesn't feel sticky or anything like that. Imagine going from a slick, hard-plastic phone to a phone with a rubberized body (like our TBolt has). Going from a naked TBolt to this case is kinda like taking that one step further. But in no way could I ever describe it as "feeling sticky" in my hand or pocket.
