No and it will not be in all 4.1.x. It's not a ROM issue, but the way the base Sense 3.5 ROM seems to handle backgrounds. It most probably will stay that way also in the final Sense 3.5 ROM. You'll need an app to change that.

1. You should be spanked for flashing a phone without making a backup first .
2. In filefactory scroll down until you see 2 speedmeters. There click on "Slow download" - fill out captcha - download ROM -> win!

Flashed this last night and I'm very happy with it so far. Very Snappy and functional.
I did have one small minor issue though. I use WiFi calling when home during the day to not waste any minutes I have in my account since I share them with another line. It was working great when I first flashed the rom, but, I went and flash EQS, CRT Animation, and Advanced Power Menu for extra goodies to add to the rom.
After flashing those 3, WiFi calling broke. At a fresh restart, the app returns with Invalid Sim. After toggling the switch or closing the app out, it will just sit at Enabling.
I can't really say for sure which of the 3 it was since I haven't had the chance to go through trial and error (or if maybe with one of those mods + any apps or the theme I may have installed).
I did get it to work again just by re-flashing the rom to remove the mods.
I'll edit this post later on to see if I can re-create the problem and find out which mod was at fault.
Wifi calling still uses minutes...just so you know.
